There is no set date for the proposed repository's opening. Before construction even begins, there are some important steps that need to be taken:
- NRC must revise its licensing requirements (10 CFR part 63) to be consistent with EPA's amended standards.
- The NRC must approve DOE's license application, which was submitted in June of 2008.
- Upon satisfactory review of the application, NRC would issue a construction authorization. This would allow DOE to construct the repository and perform continued studies as specified in the construction authorization.
- After completion of these requirements, DOE would amend the license application with the additional information gathered during construction. NRC would then review the amended application and determine whether or not to issue DOE a license to receive wastes and begin operating the repository.
